Benghazi is a port city. When I first wrote about Benghazi, it was because of the purpose Chris Stevens visit to Benghazi. It was to visit the hospital - emergency room in particular.

I found out the connection between health care and the transportation system - Highway Safety Act of 1966. It is because our EMS system originated out of transportation legislation and the focus was emergency transport, communications and receiving (the emergency room) medical care was secondary (i.e. not much of a consideration).
