House Judiciary Committee hearing on new H2C visa and guest worker program. In Goodlatte's opening statement, he said that the international market sets the price for American agricultural products.

Vicky's comment on his statement: If international market forces are setting prices for our domestic agricultural production, then they are also setting the price for the cost of production. Since labor is one of the biggest costs in agriculture that means that international market forces are setting the price for labor as a factor of production.    

So what are the international market forces for labor?

1. In the world of about 7 billion people – with open borders for corporations – labor has become a commodity – cheap and plentiful around the world.  Slavery as a business model has made a comeback.

2. Glut and Greed.   The glut of labor worldwide and corporate greed has set off a worldwide race to the bottom.  Corporations and the politicians they buy are highly competitive in this arena.  The purpose of these foreign worker visas is to compete with domestic labor – driving the cost of labor down.   

In other words, H2C visa program is intended to arbitrage American labor in a race to the bottom.  

There will ALWAYS be a "shortage" of workers of all types as long as employers can import cheaper and more desperate labor.
