In 2015, near the end of the legislative session, it was discovered that there was a piece of legislation that was about to be voted out of committee, that included a reference to a Hague Convention. That was the equivalent to a five-alarm fire and I began heads down research to figure out what it was about. Hague Convention in state law was the sound bite for the emergency. Since it was near the end of the legislative session, and I had absolutely no idea about anything to do with the Hague, the process, etc., I wrote a series of articles as I learned about it. We succeeded in preventing the legislation from being passed out of Committee but Governor Butch Otter called for a special session to consider this one piece of legislation. Why? Because the Obama Administration threatened to cut all federal funding for Idaho Health & Human Services and access to the national information infrastructure if Idaho (all states actually) did not pass this legislation. It was extortion plain and simple. Governor Otter and the legislature caved.
