This is a presentation by Roger Mundy about the greatest, but at the same time, the least known power in the Constitution. It not only is directly responsible for the founding of our government, but it remains today as the only power that can give the direction of government into the hands of the people it is meant to serve. Constitutionally guaranteed, historically undeniable, logically compelling, an irresistible force for the people, but so fundamental, so simple, such a first principle that it remains virtually unknown and/or unspoken of even by our finest scholars.
