The following is our notes from Donald Trump's immigration policy speech, given August 31, 2016 in Phoenix, Arizona. This is the full outline of his plan based upon his speech. (You can watch the full speech below.)
1. Build U.S.-Mexican Border Wall — still asserts Mexico will pay for it 100% — “They don't know it yet”

» Expand and Revitalize 287(g) Partnerships Program which would identify criminal illegal aliens that are already in our jails.

» Ask Congress to pass Kate's Law — named after Kate Steinle — if passed would impose strong mandatory sentencing for illegals re-entering the country. After serving their mandatory sentence, then they would be deported.
» Propose legislation — named to honor Michael Davis and Danny Oliver, two officers killed by a perviously deported illegal. The proposed bill would ensure that criminal aliens and terrorists are identified and removed.
» Triple the number of ICE deportation officers.
» Establish a new ICE deportation task force.
» Hire 5,000 more border patrol agents and expand the number of border patrol stations “significantly”.
4. Block funding for sanctuary cities. Cut off any federal funding for cities that refuse to cooperate.
5. Cancel unconstitutional executive orders and enforce all immigration laws.
» Immediately terminate Obama's two executive amnesty orders which gave amnity to approx. five million illegals.
6. Suspend the issuance of visas to any place where adequate screening cannot occur.
» New screening tests for all applicants for citizenship that include ideological certification to make sure those who are admitted into the country share our values.
7. Ensure that other countries take their people back after being deported from the United States.
8. Complete the biometric entry / exit tracking system.
9. Turn off the jobs and benfits magnate.
» Utilize E-Verify to the fullest extent possible under current law
» Work with Congress to strengthen and expand its use across the country
10. Establish a new “immigration commission” to reform legal immigration to serve the best interest of America and its workers. The goals of the commission would be:
» Keep immigration levels by population share within historical levels
» Choose immigrants based upon their likelihood of success in U.S. society and their ability to be financially self-sufficient. Choose immigrants based upon merit, skill, profiency.
» Establish new immigration controls to boost wages and ensure that open jobs are offered to Americans first.

» Visa laws should be sunsetted to force Congress to periodically revisit and update them
