Why the United States is Next-to-Last in International Academics

Recently, I was reading essays, written by students, posted in the hallway of a major university campus. They were riddled with grammatical errors — improper sentence structure, lack of punctuation, ending sentences with prepositions, etc. Proper grammar is not taught in schools today. Writing, especially cursive, isn't taught in schools today. They claim there isn't time. Why is the United States next-to-last in international academics? Here is a good example. (Errors in the title are in the original and help to prove my point.)
