G7 project for building Global Systems began with the definition of pilot projects in 1994. The final decision on the projects was made in 1995. The U.S. however had already started the planning and definition of systems in 1990 when G.H.W. Bush announced the New Transportation System - internationalization of our transportation systems.
The Clinton-Gore administration picked up the treason through the National Performance Review and then the formal process of 'Reinvention of Government' - globalization of government.
